Certainly on first look it is great to have less traffic on a specific list.

However already now many questions on the mailing list are not replied to at
all. Since ownCloud does not have someone in a position like a community
manager or something I would expect that problem to increase. Most developers
would communicate only over the dev list.


I agree with this. I started using the ML even though it seemed to be more developer-focused because non-trivial questions rarely get answered on the forums. If a separate list gets created OR if this one is closed to just developers, someone (or multiple someones) need to also watch the user list and/or the forums to try to help out with support.
