That was a kind of broken package, I apologize for the trouble that had caused. But - you should not use the devel repository for ownCloud server. We keep the isv:ownCloud:community stable for production purposes. Devel is rather for working on packages and stuff.

So a couple of comments and
questions:-

     Should the repository have offered a major new version (and only a
     release candidate at that) as an upgrade?  It's not the normal
     Ubuntu way of doing things, within a particular Ubuntu release one
     usually only gets minor upgrades with bug fixes and security stuff.
Yes, of course it should not.
