Im tailing my logs and the DB isnt getting hit at all. Even after a tomcat restart. Attached is my whole xpl doc.

Have you determined if the test in the <p:when> is successful? If the test fails, that would explain why the SQL processor is not executed. I see that you already have a debug attribute in the "otherwise". Do you see anything in the logs with "otherwise" in the debug message?
