I guess the question, then, is why is Oxygen attempting to validate
using this SGML DTD?
When I open this HTML file, is Oxygen assuming it's XML for some reason?
I'm looking for some way to turn off validation, so I don't keep getting
spurious errors.

Maybe this is because the DTD is an SGML DTD rather than an XML one?
I don't know, but it seems strange for a W3C DTD to be called erroneous!
Incidentally, I think this DOCTYPE declaration was added by HTML
Tidy, or possibly by an HTML editor program.
