OK, I set compatibility for Admin on "C:\Program Files\Microsoft SDKs\Windows\v6.0A\bin\FUSLOGVW.exe", and use that path in the External Tools.
Now I do (eventually) see it is running with elevated permissions. But something very odd happens first: VS pops up a dialogue to connect to Team Foundation Server (I have never used this on this machine/install), after the expected UAC dialogue. I left it unanswered; then, another UAC dialogue led to the fusion log viewer, on which I could change Settings. Closing that TFS dialogue, quitting VS2010, I got an error message from the compatibility assistant. I haven't been able to construct parameters* (within the External Tools dialogue) to suit Runas, and a suitably-constructed shortcut isn't allowed from within that tool. I haven't tried this, but right-click on the exe, click Properties, choose Compatibility and then check Run as Admin. I'm guessing this should work.
