Which is a fairly common issue many will encounter. If this is the case, what you'll need to do is run a new instance of Internet Explorer as Administrator. You can do this by going to the start menu, find Internet Explorer and right-click and select "Run as administrator". The above should give you to access SSRS 2005/2008/2008R2 etc. Once in, you'll need to give permission to your regular account (in your case it seems to be Development2/PeterMaddin). You can give yourself permission by going to "Folder Settings" (4th icon under the text "Home"), then clicking on "New Role Assignment" and set yourself as a "Content Manager".
