I found a web page that indicated that if the value for PATH has grown too large it can cause problems with %windir% and presumably other environmental variables.
I checked this out and found there was indeed some bloating with duplicated entries (from installing various flavours of PERL IDEs). I have cleaned these out and it looks like things are working again. Can't say this is a 100% cure but I am hoping it will be.
