Doesn't it depend on exactly how you're using it?  I think it's non-commercial 
in the sense that you can't give external access to the data.  I get the 
impression if you intend to use it internally it's ok.  For example, as a 
lookup for some internal application rather than one you're trying to sell.  I 
used to work for a mail house and we used it to help validate address data.
