I agree that is what my layman’s understanding of the intention of the terms 
is. However, I’m not a lawyer and our lawyers think it isn’t black and white 
and we are struggling to contact Australia Post to obtain clarification…

Australia Post have this: 
http://auspost.com.au/products-and-services/download-postcode-data.html, but it 
explicitly prohibits commercial use.

Doesn't that just mean that it's free for non-commercial, but if you want to 
sell it as part of your product, they want a cut?  Can't say I blame them.
