Do you just want the ability to transfer files? Or also keep them in-sync?

Even if only the former, you're going to have to have some kind of "server" 
service, and a client on the other end. So, that means keeping those patched. 
Then it's just a matter of picking what you're comfortable with: HTTP or FTP 
(could use IIS), or some other protocol.

I don't have file sharing turned on which I think it means \C$ is not 
available. I don't have a domain. They are just two servers next to each other.

I think the work around is to connect with either a domain account, or tun off 
UAC. If it causes an issue. For copying files you might be fine.
