No, you can start it with the localdb utility (or your code) then access it 
from your apps.

And it, or even the Express edition have no license fees at all. The only 
limitations are 1GB of memory and a single CPU being used for processing and 
10GB storage per database.

With the “SQL Server has too many dependencies that aren’t available”, which 
dependencies are the issue?
Have you considered the localdb option? It’s targeted pretty much right at what 
you’re describing.

Pardon, I was a bit vague there ... the servers running these apps don't come 
with SQL Server installed by default, we'd have to pay extra and provision new 
ones. I thought the localdb option meant it could only be used in-process (by a 
single process?)
