Thanks David. I might use diskpart to format them, create the partition and 
make it active before doing the other bits.

It might not be setting it active. I might check that first.

Cherish the one that works. That is what I do with them. Old ones fail - no 
idea the reason why but I always blame UEFI for everything.

wondering what different path leads to that. (Perhaps it’s from the boot sector 
of the USB sticks).
