I can only speak from personal experience.  I lived in PNG when I was a young woman and had my babies there.  we drank only rain water and the big push in australia was for fluoride supplements.  I took them with one of my children and gave them all childrens doses when they were growing.  When his teeth came through he was the only one with discoloured teeth.  For that and all the other reasons about fluoride being a poison, I wouldn't recommend it.
