I think the current recommendation is to formula feed if you are in a western country and breast feed if you are in a third world country. This is because the risk of getting HIV from breast milk in third world countries is less than getting some other disease or malnutrition (due to poor water, sewerage, etc). While in western society (for want of a better description) the risk of getting HIV from breast milk is higher than malnutrition/other disease.
