[ozmidwifery] Vaccination Incentive Payments

Wonder if anyone can help me with a couple of questions or references where I might find out the answers?   Do doctors miss out on their $18.50 incentive payment if the child doesn't have the Hep B birth Dose but completes the rests of the vaccination schedule?   What about parent's incentive payment - do they still have to go through the whole conscientious objection deal - given that the child is still fully immunised and there is no "catch up" required?   Sandra
