I guess the list is inheriting permission from site and The default Restricted Read has the following access "View Items", "Open Items" for list permission, so user will see list items and open them. If you want to restrict that you can create your own permission level where don't give any list Permissions. Or break the inheritance for the list where you want different permissions. BR, Sardar
