CQWP uses XSL to transform the result items. You can modify the XSLT to display "More" link depends on the number of items returned. XSLT used by CQWP is ItemStyle.xsl under "Style Library/XSL Style Sheets", you can modify the ItemStyle.xsl to add in custom templates however it's highly un-recommended. I would suggest you to create custom webpart inherit from CQWP and point it to a custom xsl.
