You can modify the XSLT to display “More” link depends on the number of items returned. XSLT used by CQWP is ItemStyle.xsl under “Style Library/XSL Style Sheets”, you can modify the ItemStyle.xsl to add in custom templates however it’s highly un-recommended. I would suggest you to create custom webpart inherit from CQWP and point it to a custom xsl.
