Yep.  It only does it to certain files and not all files.

 

Site collection administrators can do it fine, site owners can't.  Site
owners have all the standard permissions a site owner would normally
have.

I assume you have full rights to the destination and the source.  Do you

irrespective of which method you use to perform the move. It appears to
