SPD WF can be copied across site collections but must be copied to the Workflows folder and republish it.
If the WF was copied to anywhere but not the Workflows folder (generated by SPD when creating new WF, I have tried manually create a Workflows folder with no luck), you should expect to see a Workflow Error upon republish: "Errors were found when compiling the workflow. The workflow files were saved but cannot be run." And the usual "Unexpected error on server associating the workflow". This is caused by the missing DocLibID specified in the xoml.wfconfig.xml. Hi Tuan, When you make a copy of existing SPD workflow, it's using the same BaseID as specified in the xoml.wfconfig.xml and treated as a newer version of the old workflow rather than a new workflow.
