If your proxy uses windows credentials to let you through when Kerberos is working it should work fine with the proxy setting in the webconfig.
When I have seen this error before it has usually been issues with Kerberos that were not obvious as the auth was just dropping back automatically to NTLM. If you haven't done so worth double checking that you all is ok with Kerberos (see http://blog.hemker.de/2008/05/16/want-to-test-and-troubleshoot-kerberos-authentication-to-your-moss-site/ ) Another option you can have is to ask the proxy admin to let all requests through from the ip address of your MOSS server without requiring authentication, that way you don't need to put all the individual urls people may access in there. What we did was write a web service that you pass in the URL and it retrieved the RSS for you, and the RSS viewer simply referenced the webservice.
