Apologies! I didn't read your question correctly Meir. You could maybe check the following:
My Site root site collection regional options, http://mysite/_layouts/regionalsetng.aspx, which is probably set to English (United States). In another farm - create a new My Site host site collection - and when creating the My Site site collection host specify Hebrew as the language for the My Site host, then test creating personal sites and see if they create as English or Hebrew - maybe the language is defaulting to the language of the My Site host.
