Creating the site via Central Admin woks as expected. Similarly if I activate a feature (which calls code to create groups) using stsadm, the groups are not created and I get a nasty site error. But activating it through the UI successfully creates the groups. I'm running stsadm under my login and I'm also the site collection admin for the target sites.
