Not sure if it will solve your problem though - it kind of depends what you
mean by 'minimise WAN traffic / latency' (now that's a piece of string!)

It sounds like you are talking about setting up a WFE in each location as
part of the same farm? If so, and assuming that both locations contribute
content, I'm pretty sure you have to pick one location for the database.
Which means the remote WFE will have poor performance.

If you set up two farms, one in each location, and if the second location
doesn't contribute content then you can investigate log shipping as a way of
replicating the farm contents from primary to secondary. It's probably not
often that SharePoint would be used internally as a pure read only resource
though, so I doubt this will work for you either.

As far as I know, there's no easy, OOTB way to do a geographically disperse
farm with replication between multiple farms. Happy to be corrected on this
though, there's plenty of people on this list who know more than me. :-)
