This was finally resolved by locally upgrading any solutions that deployed controltemplates on the affected server. It also resolved the issue of an unwanted control template that would periodically re-appear after deletion - even though the feature that deployed it was not activated anywhere.
It's as though the solutions on this server were out of synch but I can't imagine how. Its physical memory was also replaced recently due to malfunction, which may also have played a part.
