I think making that an opt-in model still makes sense.  With that in mind, that 
will mean there will be some buckets that have trash enabled while others do 
not.  In addition, GDPR enabled buckets cannot have trash enabled since we need 
to make sure that data is really deleted when we say delete.

My thoughts on the recovery side is that would impact the keys deleted 
themselves and not really the bucket.  If you delete keys and then let's say 
the recovery window is 4hours, that should allow you to get keys deleted up to 
that 4hr limit, but anything over that should be gone.
