I misunderstood my colleague exactly the same way . The question is whether there is any way to automate creation of work-items when NOT doing a build - running Manual Tests, Load Tests and UI Tests

There's a few on codeplex.. SDC Task Library, MSBuild Extension Pack, Sedodream MSBuild Project, MSBuild Deployment Task... There's others around too, however I'm not sure if they do what you need..
