In p2, "publish" actually means "import": the publishers take information in 
some format (usually xml) and then convert it and add it to a p2 repository.  I 
found this use of "publishing" to be the opposite of what I first expected.

So to add a category description, you use the category publisher.  To add a 
product, you use the product publisher.  To add a bundle or feature, you use 
the feature and plugin publisher.
