on any modern wifi chipset, the answer is yes.  for older cards
(prism2, hermes, etc) this capability is walled off in the device
firmware, and thus probably not available unless you can find a
tertiary firmware that provides an interface to such capabilities.

device driver control the wireless network card? Can it control
transmissions per packet basis?

madwifi / atheros lets you specify most of the parameters you'd like
on a per packet basis, including channel, encryption, bitrate, and
power.  if you use an open HAL like ath-driver you can even do more
tweaking at a per packet granularity.

this ability is in fact required for the new virtual device support in
the -ng codebase.
