The IETF was never asked to standardize ObsTCP; that's my point.  If
they were asked, I personally suspect that the security problems with
its current design would need to be fixed.

There are many IETF participants who support opportunistic encryption,
but it is quite important to do well and do correctly, and not "just do"
when you meddling with something as close to the foundations of the
Internet as TCP.
