Currently we don't have plans to charge for the access to our network. There's also no limit yet for access to the relay, but this may change in the future. But free users still will have access to the relay anyway, just with a reduced speed. But building your own network (having your own auth, rendezvous and relay servers) based on the Agily technology will require a license. Registration for a beta program is only necessary for us to send out emails to interested parties when we will publish the SDK.
