Not sure what you mean by "absolute".

If two entities have the same public key, they are controlled by the same person. If it was beneficial to transact with the entity holding the private key corresponding to that public key before, chances are it will be beneficial to transact again. If the information provided was reliable before, chances are it will be reliable again.
