Each peer runs the collaborative filtering algorithm locally when deciding to engage with a new peer, and uses that to pick peers they think will be successful trading partners. Note that this algorithm is only used to decide what new peers to interact with. After that peers can go on their empirical knowledge of other peers' past behaviors. -- Tony Arcieri
