For some reason, I keep thinking of an updated implementation of the
QWKmail protocol for something like this. Messages were stored as
individual files (each of which can be encrypted separately) or not,
were threaded, included only certain groups or not as the user or
admin desired... as for edits being applied, that might be doable by
adding support for packaging diffs (or packaging whole files, and the
reader at the other end generates and applies a diff).
