Sure, but "store", not "route". If you don't send updates, you
won't be routing.



That's incorrect, Update is required to Join thus you MUST always perform them given the default Chord algorithm. The only time you needn't send Updates is Client vs Peer operation mode which is vaguely outlined in the current draft.
