Stephen Farrell asks: in 14.15: is reg-name sufficiently clear for the overlay name? For example, that allows percent encoding - are those variant names all the same overlay? I guess so, but it'd be good to confirm and maybe say that in the document.
Marc and I looked at it during IETF 85 and thought maybe reg-name was not a good fit. What should be used here? -- Dean
