Quorum nodes - i.e., a full pacemaker node - are a broken idea, and work
around a deficiency in the cluster stack's quorum handling.
Why is that it is a broken idea ?
In the case of partition, reason might be a network failure.
A quorum node could behave as a reference point to determine which part
of the cluster is still connected to the rest of the world ?
