IIUC the plugin packages are named "good", "bad", and "ugly" after some
cultural reference.  The GStreamer website has a lengthy description of these
names and the criteria for what falls into each.

GPL plugins will always stay in -ugly.  In theory, it is possible that mpg123
might be moved to -good or even -base in the future, but I'm not involved with
GStreamer upstream, so I can't say if and when that might be considered.
