According to https://fedoraproject.org/wiki/Licensing:Main (there's licensing
matrix), the Perl license is allowed in Fedora, and it is compatible with GPLv2
and it is mostly compatible with GPLv3.

The only time the Perl License isn't compatible with GPLv3 is when it is based
somehow on GPLv2. (See the matrix for more info.)

From my POV, this is okay. ;) But if the encoding.h is part of the final
binaries, then the License field should be:

License: GPL+ and GPLv3+

or

License: Artistic and GPLv3+

->> Both should be valid, choose whatever you like most. ;)
