It is a Fedora policy that licenses allowed in Fedora must be free according to
the FSF.

and all the licenses in the list so far:

are approved by the FSF (in 2 cases, under certain conditions that are required
to be satisfied for software under those licenses to be allowed in Fedora).

Approving a license considered non-free by the FSF would be a significant
policy change that needs approval from the Council and that I am strongly
opposed against (and I hope I am not the only one).
