I think you need to move it in the install section and that will fix the last issues (no one owns /usr/share/locale/zh_Hans, zh_Hans isn't a valid locale). That's probably something upstream would want a fix for, unless locale naming is Fedora-specific? I don't know enough about the details to provide a solid recommendation there.
