I thought the license files still need to go into /usr/share/licenses/%{name}.
But looking at the Licensing Guide it's a bit vague regarding that requirement.
Using %license, as suggested in the Licensing Guide, would put it there.

One advantage of having it in /usr/share/licenses is that it makes it
transparent looking at files.dir from fedora-review.
