Not proving anything, would like to do a thorough review. Packaging guidelines do not seem to cover all cases. It is quite standard to package header files. Packaging C source files is unusual, given that this is prohibited in Fortran and not stated for other compiled languages, assumed it is generally not done/prohibited.
