I decided to test for good measure, I removed the package I already installed and replaced it with the modified one. Tried to lower my fs.inotify.max_user_watches and waited a bit, and the notification did pop up. So I think it works, on KDE at least. But honestly, it's the main platform it's meant for anyway.
