a) Are you maybe looking at an old version of the config file? This is the
org.kde.kded.inotify.conf file that is currently on the server:

b) That's because of the patch. It's hanging on the "org.kde.kded.inotify.conf"
file because it's modified most likely, which is normal in this case.
