rocBLAS is the AMD library for Basic Linear Algebra Subprograms
(BLAS) on the ROCm platform. It is implemented in the HIP
programming language and optimized for AMD GPUs.
Size of *.so was causing relocation errors, so scaled back the gpus to build.
