This is now done. It reduces the build time by about ⅜ (i.e., slightly more
than ⅓), from almost 32 minutes to only almost 20 minutes. This is not as much
as for plasma-workspace where the startkde stack that we need is only a small
part of the build and can be built in about 5 minutes (because kwin_x11
actually depends on most of the KWin code, unless I can somehow get it to build
against an installed libkwin), but it is still a win.
