This is to supercede the request for mbedtls3 per the discussions here:
  - https://bugzilla.redhat.com/show_bug.cgi?id=2154347

The reason for per-version package names is that:
1. side by side installs for mbedtls 2.28 (current package) and updating
packages since no backwards compat
2. upstream versioning does not guarentee ABI stability through major versions
  a. upstream is also not bumping soversion reliably
