here is my step ( assume Go 1.6 is in execution path)

export GOPATH=$WORKSPACE
PATH=$PATH:$GOPATH/bin
go get github.com/mitchellh/packer
cd $GOPATH/src/github.com/mitchellh/packer
make dev
cd $GOPATH/bin
jar -cMf packer.zip packer
