We already use apache/mod_perl for our captive portal[1] and we would
like our portal to be more independent of the administration and initial
wizard so we were thinking more in the line of running in starman[2] or
any other leaner and perl-friendly web servers.

As discussed in another thread related to the Web Admin revamp, we are
probably thinking something along the lines of Bootstrap[3] +
Catalyst[4] as the starting point. The Web wizard would use that too.
